So, in the world of Solo Leveling, hunters are ranked based on their power, and this ranking is quite clearly defined. For example, if someone is an E-level hunter, then they are very weak. On the other hand, if someone is an S-level hunter, then they are extremely strong. But did you know that there’s a rank even above S-rank?

Thomas Andre: The American Juggernaut
Finally, the number one national-level hunter is Thomas Andre from America. He was born into a poor European family and had to fight to survive, which developed his fighting abilities. During a raid, he got trapped in a dungeon. Everyone thought he was dead inside, but he was alive, starving and thirsty. Then he receives the blessing of the rulers. One of the rulers made him their vessel, with the aim of defeating the Shadow Monarch. When Jin-Woo received the Shadow Monarch’s power, his father returned to Earth. However, he finds out that his son had become the new Shadow Monarch.
When he came back to Earth, he fought an S-rank hunter and easily defeated him. This proves that he is on par with a national-level hunter.
