But then we hear a horrific story of the Nine Tails that once attacked the village hidden in the leaves and it was captured inside Naruto. But the villagers misunderstood, thinking he too was a monster like the Nine Tails; that’s why people distanced themselves from him.
As it is a ninja village, there were examinations held for ninja graduation. There, a teacher named Iruka was testing them by having them perform a transformation jutsu. Everyone was performing well except Naruto. He just created his legendary Sexy Jutsu. Iruka was shocked, but Naruto impressed. Because he failed to perform the transformation jutsu correctly, he did not graduate. But what he achieved later was unbelievable.
Iruka’s Belief: The First Glimmer of Hope
But with a little chit-chat with Naruto, his sensei Iruka senses that he is just doing it to grab everyone’s attention; he is not just a regular mischievous kid. So he offers Naruto to eat ramen with him. This is the first time Naruto was shown love by someone. And Iruka is the first one who believes in Naruto. Iruka feels a personal connection with Naruto because his parents also died when he was of little age.

During the fight, Naruto heard the talks of Iruka and heard that Iruka has faith in Naruto. Naruto got the courage to fight with Mizuki with his one and only Multi-Shadow Clone Jutsu. By seeing this jutsu, Iruka passes him the graduation.
From this episode, we get the character development of Naruto Uzumaki. His nature, his emotion, and his pains.
